Fixing up some of the road and bridge boys fine work. You cannot use trash fill that is not stabilized enough to meet compaction, for an brand new entrance. Let alone one that is at the mouth of the bay where the entire loop 1781 drainage drops out. They also didn't put sloped end pieces like every other culvert has...
