The difference of a licensed vs certified appraiser is like having a first-year teacher vs a master teacher. FHA homes require you to understand not only what the home appraises for but also the safety and soundness of it. You have to understand the complexity of housing codes. You have to protect the buyer because they do not have the money to replace a roof or get a house up to code. It is a step to protect the borrower and the banks so the house does not land out as a forclosure that can not be resold. It protects not only the borrower and the bank but also the housing market.
I am not saying that people who are licensed and working as appraisers for 20 years are not qualified but to make a blanket statement that new appraisers to the industry can appraise a FHA is asking for trouble. Those are my thoughts. Please let me know what you think.
