Blackened steel is a cool look that many people are loving. It is not paint! Blackening utilizes chemicals that oxidize the metal to give it a dark, almost black or brown look. The process is cool because it allows the metal to oxidize organically (like natural rust that often takes years to accomplish in real life...but sped way up) which gives it a very natural look with variations and color textures that flat paint cannot accomplish.
