As a result, we have instituted a number of procedures to protect the safety of our both staff and clients. Following the recommendations of the CDC, we will be limiting interactions and will no longer be seeing clients in person, rather we have available a number of other options. This bill also extends the Pandemic Unemployment Assistance (PUA) program, with expanded coverage to the self-employed, gig workers, and others in nontraditional employment, and the Pandemic Emergency Unemployment Compensation (PEUC) program, which provides additional weeks of federally funded unemployment benefits to individuals who exhaust their regular state benefits.

This law, the Consolidated Appropriations Act, 2021 (CAA, 2021), includes a second draw of Paycheck Protection Program (PPP) loans (PPP Second Draw Loans). It also allows businesses to deduct ordinary and necessary expenses paid from the proceeds of PPP loans. Below is a BRIEF summary of the eligibility requirements (consult your accountant and/or lender for more details) Paycheck Protection Program Second Draw Loans. The CAA, 2021 permits certain smaller businesses who received a PPP loan and experienced a 25% reduction in gross receipts to take a PPP Second Draw Loan of up to $2 million. Eligible entities. Prior PPP borrowers must meet the following conditions to be eligible for the PPP Second Draw Loans: Employ no more than 300 employees per physical location; Have used or will use the full amount of their first PPP loan; and Demonstrate at least a 25% reduction in gross receipts in the first, second, or third quarter of 2020 relative to the same 2019 quarter. Applications submitted on or after Jan. 1, 2021 are eligible to utilize the gross receipts from the fourth quarter of 2020. Eligible entities include for-profit businesses, certain non-profit organizations, housing cooperatives, veterans' organizations, tribal businesses, self-employed individuals, sole proprietors, independent contractors, and small agricultural co-operatives.
TODAY (12/30) the Internal Revenue Service and the Treasury Department will begin delivering a second round of Economic Impact Payments as part of the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 to millions of Americans who received the first round of payments earlier this year. The initial direct deposit payments may begin arriving as early as tonight for some and will continue into next week. Paper checks will begin to be mailed tomorrow, Wednesday, Dec. 30.

Overtime Rules Pennsylvania's overtime rules were amended in late 2019. As part of those changes, the salary threshold in order to be exempted from overtime will be updated in three phases. In response to rising COVID case numbers, Bucks County announced last week that it would open three sites for free COVID-19 testing in the county. The tests will be given at the locations seven days a week through Jan. 31, with the capacity to perform up to 350 tests per day at each site.
