February 1, 2021 Dear Aviation Business Professional: The CDC issued an order requiring travelers to wear masks when entering the premises of a transportation hub, awaiting, boarding, disembarking, and for the duration of travel. The CDC mask requirement applies to aviation facilities such as airports, FBOs and commercial aircraft operations, including part 135 operations. This Order, effective on February 1, 2021 at 11:59 pm (EST), must be followed by all passengers traveling into, within, or out of the United States as well as operators and operators of transportation hubs or any other area that provides transportation. Aircraft and transportation hub operators must use best efforts to ensure travelers are wearing masks covering both nose and mouth, including: Allowing entry to or boarding only those wearing masks Monitoring and seeking compliance for those on premises or onboard Removing or disembarking, at earliest opportunity, any person who refuses to wear a mask Providing notification of requirement by Federal law on digital, print, audio, and other platforms Order exemptions are granted for: Eating, drinking, or taking medications, for brief periods Communicating with a person who is hearing impaired Instances when wearing oxygen masks are needed due to loss of cabin pressure or other event affecting aircraft ventilation Travelers who are unconscious (for reasons other than sleeping), incapacitated, unable to be awakened, or otherwise unable to move without assistance Verifying a traveler's identity such as through TSA screening or by a ticket or gate agent Children under the age of 2 years A person with a disability who can not safely wear a mask A person for whom wearing a mask would pose a risk to workplace health, safety, or job duty as determined by relevant federal regulations or workplace safety guidelines Best Ryan Waguespack Senior Vice President National Air Transportation Association

Flights are banned from the UK, Denmark, South Africa. Permitting Travel from the USA WITH Restrictions: Austria is open for business flights. Pax must present a local company business letter and have negative PCR COVID test results taken within 72 hrs prior to arrival. Belgium is open for business flights. Pax must have a local company business letter, PCR test 72 hrs prior to arrival, & 7-day quarantine. Croatia is open to pax traveling for business and tourism. Travelers must show proof of hotel accommodations and have negative PCR COVID test results taken within 48 hrs prior to arrival. Denmark is open for business travel for all nationalities & residencies. Pax must have a business invite letter & negative PCR COVID test results taken 72 hrs prior to arrival. No quarantine for pax or crew. Finland is allowing business flights with consulate approval. They allow crew changes and crews on commercial flights with no quarantine. Germany is only considering flights carrying US residents if they have an important business reason for travel, which requires diplomatic clearance from a German embassy or consulate. Quarantine 10 days. Greece considers flights carrying US residents only for imperative family or business reasons, which requires pax clearance from a Greek Embassy or Consulate. Travel restrictions are extended UFN. Hungary is allowing US flights for essential business reasons. Ireland is open for all int’l pax flights. Pax from USA must quarantine for duration of stay or 14 days, negative PCR tests within 72 hrs of arrival. Italy may allow flights carrying US nationals for essential or compelling business reasons, as well as flights carrying US nationals arriving from EU countries. There are varying degrees of local restrictions per the governors of its 32 states. Central America/South America Argentina is permitting essential & tourism travel from some South American countries. USA nationals must obtain prior approval from their local consulate. Only Buenos Aires SADF & SAEZ airports are open for int’l flights along with repatriation, medevac, cargo flights. Belize is open to int’l pax flights for tourism. Pax & crew must have negative PCR tests taken within 72 hrs of arrival. No quarantine. Brazil is open to all int’l pax flights in all of its 26 states. No testing or quarantine is required. Chile is open without quarantine for pax flights. All flights must land first at Santiago/SCEL. Pax must have negative PCR test result taken within 72 hrs from the time the test is taken, not when results are returned. Colombia is open. PCR tests within 96 hrs prior to departure are rqr’d. Pax receive COVID testing on arrival and must self-isolate in their hotel until results are known. If staying longer than 10 days, an additional PCR test is required. Israel implemented a total flight ban 25-31 Jan for all GA/BA flights. Kuwait is open to int’l pax flights. Pax must have negative COVID test results taken within 96 hrs prior to arrival. 14-day quarantine. Oman is open to int’l pax flights. Saudi Arabia now allows most int’l pax flights, however, pax are banned if they have spent any time in the previous 14 days in the UK or South Africa. All seven United Arab Emirates are open with varying travel restrictions. Dubai: Pax must have negative PCR COVID test results taken within 96 hrs prior to departure to Dubai & must use the COVID-19 DXB SMART app. Flight crews are exempt from testing. Dubai-issued visas not accepted in Abu Dhabi. Africa South Africa is open for business & tourism. Pax must have negative PCR COVID test results taken within 72 hrs prior to arrival. No quarantine. Lanseria/FALA, Johannesburg/FAOR, Durban/FALE, & Cape Town/FACT airports are open. United Kingdom New lockdowns are expected to last until 31 Jan. Aruba is open. Pax must register online & have negative PCR COVID test results. Both must be done within 72 hrs prior to departure to Aruba. Travel insurance required. Crews must complete Status Card. Bahamas is open with no quarantine. Pax over 10 must have negative PCR COVID test results taken within 5 days prior to arrival, Travel insurance required. Pax/crew must register online for Travel Health Visa. Barbados is open. Pax must arrive with negative COVID-19 test results taken within 72 hrs prior to arrival. Pax from USA must quarantine in their hotel for 5 days and then retest. British Virgin Islands are open. Pax must arrive with negative COVID-19 test results taken within 72 hrs prior to arrival for high-medium risk countries or 5 days prior to arrival for low risk (USA is low risk). Pax must self-isolate in their hotel/yacht for quarantine, with retest on day 4. Once the retest comes back negative, the quarantine is removed. Curacao allows state residents of Connecticut, Florida, New York, New Jersey with restrictions. Pax must register online with negative PCR COVID test results taken 72 hrs before arrival. Other states are high-risk; travel may be possible only with prior permission from Curacao. Dominican Republic is open and has eliminated all COVID testing requirements prior to arrival. Pax must register online with the E-ticket website and are randomly selected for PCR testing at the airport. Jamaica is open. Pax must arrive with either negative PCR or Antigen COVID test results taken within 10 days prior to arrival. Travelers must self-isolate in their hotels for up to 14 days or duration of stay. Puerto Rico is open. All pax must arrive with certificate of negative COVID-19 test results taken within 72 hrs prior to arrival. Crews need PCR COVID tests only if staying more than 72 hrs. St. Barthelemy (St. Barts) is open. Pax must arrive with certificate of negative COVID-19 test results taken within 72 hrs prior to departure to St. Barts. Pax staying longer than 7 days must take a second local COVID test. St. Kitts is open for int’l pax fights. US nationals must quarantine for 14 days & arrive with negative PCR test taken within 72 hrs prior to arrival. Add’l PCR tests are given on days 7 & 14. Contact tracing app is rqr’d. St. Lucia is open. Pax must arrive with negative PCR test results taken within 7 days of arrival and self-isolate in a certified hotel until departure. St. Maarten/TNCM (Dutch side) is open. Crews who overnight & all pax must register online. Pax must have negative RT PCR test results within 120 hrs or Antigen COVID test results within 48 hrs of arrival. Pax must have medical insurance coverage. No quarantine if arriving with tests. St. Vincent & Grenadines are open. All GA aircraft must be disinfected before arrival. Pax from USA must arrive with negative PCR COVID test results taken within 72 hrs prior to arrival and register online. On arrival, pax must re-test and quarantine in approved hotel for duration of stay. Turks & Caicos are open. Pax must register online 3 days prior to travel. Negative PCR test results taken within 5 days prior to arrival required. US Virgin Islands are open. Pax must provide a certificate of negative COVID-19 test results taken within 5 days prior to arrival. Atlantic Islands Bermuda is open for business and tourism flights. Pax over 9 yrs old have negative COVID-19 test results taken within 5 days prior to arrival. Retest on arrival and days 3, 7, and 14. Hawaii Hawaii is open to travel from all 50 states with each county issuing its own travel restrictions. For Honolulu (Oahu), Maui, Lanai, Molokai, and Hawaii (big island) counties pax & crew traveling from the mainland must arrive with negative NAAT COVID test results taken within 72 hrs prior to arrival for the Safe Travel Program to avoid mandatory 14-day quarantine. Kauai (Lihue) county requires pax & crew from Trans-Pacific & inter-island flights to self-quarantine for 14 days or duration of stay, regardless of testing. Asia China is allowing Chinese nationals, residents, and foreign nationals to mainland China for proven economic, trade, scientific or technological activities, or out of emergency humanitarian needs. Travel must be approved by Ministry of Foreign Affairs. An increased quarantine for 21 days is required with nucleic acid & antibody blood tests for all pax. Hong Kong & Macau restrictions are extended until further notice. India has relaxed restrictions on foreign nationals. Visas can now be issued according to purpose of travel. Japan has banned travelers from all countries until 31 Jan, but exempts business travel for pax who have obtained “EX” or “EX-R” type visas. Additionally, travelers must have negative PCR COVID test results taken within 72 hrs prior to arrival and must self-quarantine for 14 days. Flight crews are exempt and can arrive on a “Shore-Pass” for 1-2 nights stays. Singapore suspended travel from Japan. All other travelers must have PCR COVID tests on arrival. Strict 14-day quarantine remains in place. South Korea is open for int’l pax flights. All pax must self-quarantine in their residence or hotel for 14 days. Shorter stays require pax to quarantine in government facilities. Flight crews are exempt. Taiwan has banned all foreign nationals except those on business who have special permission. Negative PCR COVID test results taken within 72 hrs prior to departure & 7-day quarantine is required. Pacific Island Nations American Samoa is open for tech stops and essential business travel. All pax must quarantine for 14 days. Crews cannot overnight. Australia is allowing flights on a case-by-case basis. Both the aircraft and pax must have travel permits from Dept of Health and Border Force. Operators must apply online for the aircraft permit. A 14-day quarantine is required for pax who have gov’t approval to travel. French Polynesia is open. Pax first must register online, then get a negative RT-PCR test within 72 hrs of departure. Pax will be tested again 4 days after arrival. Fiji adjusted its restrictions to allow flights from Australia and New Zealand, but travelers must quarantine in their hotel for 14 days. New Zealand only allows nationals and residents to enter without prior approval. Foreign nationals must have travel approval from local consulate. This will mean GA flyers and passengers on private and chartered flights will be required to provide a negative COVID-19 test to board their flight from a foreign port. All crew are exempt. Requirement: All air passengers 2 and older entering the U.S. are required to get a viral test inside a 3-day window from the time of departure from the foreign port and provide written documentation of their lab test results, whether paper or electronic, to the aircraft operator. The test must have a negative result to board the aircraft and must be a NAAT or Antigen test. In addition, President Joe Biden, on Jan 21, 2021, issued an executive order that reinforced the testing policy, but also added that it will be a requirement for all arriving international travelers to adhere to the CDC's international travel quarantine guidelines. Additional details regarding the quarantine and its more broad enforcement are pending. Each country will have different considerations for testing. Some have developed or are developing on-site testing at the airport/FBO/GA terminal, others will have a recommended list of nearby medical clinics/facilities to use for the obtainment of a negative test. Ask ITPS for more details regarding any plans to a specific foreign country. What happens if I test positive while out of the country? The CDC recommends that all passengers that test positive should not board their aircraft, but instead self-isolate and delay their travel back to the U.S. for at least several days. The CDC also states that private and charter (GA) operators are responsible and must deny boarding to the passenger. Who is responsible for implementing the procedure? The CDC is holding the aircraft operator responsible, just as an airline would be, for ensuring all boarding passengers have a negative COVID-19 test on hand taken within 3 days of departing for the U.S. Should the flight land in the U.S. without negative COVID-19 tests on hand, there is a risk of CDC/health inspector reviewing the passengers before disembarking. If the CDC finds the flight in violation of the order, the aircraft operator (crew and/or aircraft owner of the GA flight) would be responsible for any penalties, which include fines and the threat of imprisonment. When I land in the U.S., who exactly will check the COVID-19 tests? The CDC is solely responsible for the implementation and review of all negative COVID-19 tests. U.S. Customs and Border Protection, TSA, nor any additional entity will be responsible and will have no involvement in the implementation or review of the tests. The CDC has not announced any specific implementation for the validation of negative COVID-19 tests on their side. Do I still need a negative test if I'm flying back from a U.S. Territory? No. Flights traveling only to/from Puerto Rico, the U.S. Virgin Islands, American Samoa, Guam and the Northern Mariana Islands do not require a negative COVID-19 test. What if I have already had COVID-19? The CDC states that if you have tested positive in the 3 months prior to the departure to the U.S., you do not exhibit COVID-19 like symptoms, and you have met the criteria to end isolation, then travel is allowed with proof of a positive COVID-19 test and a letter from your healthcare provider or a public health official that states you have been cleared to travel, aka "documentation of recovery". What if I have been vaccinated? Same rules apply.
