SCRAM TouchPoint Helps Columbia County Supervise Clients During COVID-19 Pandemic
The Columbia County Probation Department serves a critical role in community supervision by overseeing justice-involved individuals charged or convicted of various crimes. They supervise these individuals through random drug and alcohol testing, referring them for counseling and treatment, and maintaining a close view of how well their clients are complying with court-ordered probation conditions.
This mission, combined with the intrinsic challenges faced by members of the community, is what led the department to implement the latest technology to successfully accomplish the task. The Columbia County Probation Department was one of the first in the state to institute the use of SCRAM Nexus®, an innovative evidence-based practices software platform, in combination with SCRAM TouchPoint™, a client engagement smartphone mobile application.
Harnessing Mobile Supervision Technology
Columbia County Probation Director Vince Doto was a key champion of bringing the technology to the table for the department. His focus on improving probation processes and reducing client recidivism is what led him to introduce SCRAM Nexus with TouchPoint to his department.
Columbia County officers developed a process of using TouchPoint to communicate with clients more frequently, to provide them automatic reminders of their appointments, and to request that they complete check-ins to be done remotely through the app.
The team first began using TouchPoint to maintain a higher level of oversight with their sex offender caseload—a group of clients who are required to connect with probation weekly. TouchPoint enabled those check-ins to be more efficient and provided peace of mind for the officers by capturing a GPS point of the check-in location and a live photo to verify the client’s identity. “TouchPoint gave our clients the ability to do a check-in without having to get out of work, or struggling to find a ride to the office,” Doto explained.
Responding to a Global Crisis
When COVID-19 impacted departments globally in the spring of 2020, the Columbia County Probation Department felt fortunate that they had already implemented this critical technology to communicate with many of their clients.
Once stay-at-home orders went into effect, Officer Gavin Cipollino was able to notify all clients at once using TouchPoint’s functionality called Text-to-All. Using Text-to-All, the team was able to immediately notify probationers that the office was shutting down, instruct them to vacate scheduled office visits and shift direction to remote check-ins. “It was really nice to be able to shoot out that huge text message to everyone and know that they got it,” said Cipollino.
Officer Lauren Ricci also found TouchPoint to be helpful during that time when she was unable to do home visits but needed to retain contact with those on her felony caseload. “With COVID, all we could have is phone contact,” said Officer Ricci. “This provided another avenue to keep in contact with our clients. And with GPS points [obtained during check-ins], we could see that they were still where they were supposed to be.”

For sexual assault or domestic violence victims, knowing their abuser is being tracked with a GPS bracelet may not be enough. Having the option to have more transparency into the perpetrator’s travel behaviors and GPS bracelet activities may help provide victims with added peace of mind.
That’s why we created the SCRAM Ally™ Victim Notification mobile app—working in conjunction with SCRAM GPS®—to notify the victim and supervising authorities when a GPS client is in proximity to the victim’s phone.
No Additional Device Needed
With Ally, the victim is not required to carry an additional GPS device but instead installs the app directly onto their own Apple or Android smartphone. The mobile app allows location data to be sent to the SCRAM GPS server and identifies if the GPS client enters prohibited proximity zones in relation to the victim’s phone.
Ally provides reliable and accurate victim location information using GPS, Wi-Fi, and the smartphone’s location services. And with a configurable mobile zone radius, officers can determine the distance at which the victim and supervising authorities will receive a notification should the GPS client enter the area.
If the GPS client does enter the prohibited mobile zone, the victim will receive an alert via email, text, or push notification and the supervising authorities are promptly notified. Victims can also receive additional notifications regarding the GPS client’s activities, including low bracelet battery alerts, tamper attempts, or other zone violations.
Ally has a panic button that can be used to call 911 or a custom emergency number, which may help provide further peace of mind for victims.
Victim Notification + Reliable GPS Monitoring Technology
Not only will survivors of crime benefit from the Ally mobile app, but when paired with SCRAM GPS, officers can gain even more insight into GPS client behavior. The proximity display allows officers to compare client and victim locations to help put a GPS client’s movement into context. And with the SCRAM GPS bracelet’s superior location accuracy and nearly instant tamper and zone violation alerts, officers can more effectively supervise clients while enhancing community safety.
Additionally, SCRAM GPS analytics, including the new Pattern of Life mapping, takes the 1,440 location points a GPS client generates each day and distills it into clean, easy-to-view information, providing an unprecedented look into client travel behavior.

HOW SCRAM CAM TESTS THROUGH THE SKIN
If you’ve ever noticed the aroma coming from someone who drank alcohol the night before, then you’ve experienced the very event that spawned the interest of our founders in the science of transdermal alcohol monitoring.
While the technology that allows the SCRAM CAM bracelet to effectively test and report alcohol consumption based on transdermal testing is relatively new, the science of transdermal testing is not. Transdermal—or literally “through the skin”—has been known for decades as a reliable way to transport substances, both through absorption and excretion.
In the 1920s researchers first began testing the concept of alcohol emissions through the skin. In 1985, researchers at the Indiana University School of Medicine published two studies on the subject of measuring volatile substances through the skin and measuring alcohol excretion in human perspiration. Today the science is well studied, peer-reviewed, and documented.
