We have been informed by participants in the electric generation and transmission sectors that consumers across the state should be prepared to experience rotating outages through Thursday and even as late as Friday this week. In addition to the cold temperatures there have been electric generating facilities that have had to unexpectedly shut down due to malfunctions caused by freezing temperatures. Folks need to be prepared as all United can do is adhere to the mandates from ERCOT. Below is some additional information.
Who decides if there will be controlled rotating outages?
The Electric Reliability Council of Texas (ERCOT) mandates that transmission and distribution utilities curtail load (electricity usage) to preserve the grid and prevent a long-term power outage. If the electric grid were to experience a complete uncontrolled shutdown, it would be days before the grid could be restored.
Why are we having controlled rotating outages?
The historically frigid temperatures creating high demand combined with insufficient electric generation resources is a recipe for rotating outages.
Why doesn’t United provide more power?
United doesn’t provide power but rather delivers it; United purchases all the power it delivers from Brazos Electric Cooperative (Brazos). Brazos, on United’s behalf, procures the energy that United distributes to its members, some with its own generation units and some with market resources. In ERCOT, purchases and sales of energy are basically financial in nature, so it isn’t as simple as just purchase more. The amount of generation connected to and operating on the grid has to be more than the demand of energy from homes and businesses. When the grid gets close to not having enough generation to supply needed energy, it becomes unstable. To keep the grid operational, either more generation needs to be added or load needs to be removed. When there is no more generation to add, like in our current situation, the only remedy is removing load – through controlled rotating outages.
What is a controlled rotating outage?
A controlled rotating outage is power outage that rotates from a certain number of electrical circuits to help lower the risk of a larger uncontrolled grid outage – typically called a blackout. Once a circuit has been curtailed in a rotating outage, it is moved to the bottom of the list.
Why am I having so many outages?
When ERCOT sets the amount for each utility to curtail, it does this based on the needs of the electrical grid as a whole. When the amount of curtailment gets large for an individual utility, there just are not as many non-critical circuits available to curtail. As a result, members have seen curtailments every hour to hour and a half today.
If outages are supposed to be 30 minutes, why are they sometimes longer?
There are many steps to executing the process of load curtailment. Sometimes issues come up during the process to delay certain steps. Because of this, there is always variability in the time out for an electrical circuit. We try to keep the controlled outages no longer than 45 minutes, but we shoot for 30 minutes as a goal.
Why are some circuits not included in the rotating outages?
Note that not all customers or circuits will be curtailed due to critical electric loads on certain circuits. For example, circuits serving hospitals are typically not in a rotation per ERCOT protocol. In today’s mandated outages, circuits that serve natural gas well sites and compression infrastructure are not part of the rotation because that gas must be transported to power generators, again per ERCOT protocol. From these types of circuits, there will be residential and commercial consumers also served, so there will be some consumers unable to participate in the controlled outages.
When will the rotating outages stop?
The rotating outages will stop once the generation supply can keep up with the demand and ERCOT issues the order to return to normal operations.
Is there anything that you can do to help?
Yes. Use as little energy as possible. If everyone does this it will help the situation significantly.
Should I consider going to a location that is not being curtailed?
Yes. As was mentioned earlier, some members are not experiencing rotating outages because their home or business is served by a critical electrical circuit. If you have friends or family that live in an area that is not being curtailed, you may consider housing with them until this event is over. Current information suggests the curtailment event should be over no later than Friday, February 19.
Could the situation get even worse between now and Friday?
Yes. As temperatures stay low, and more winter weather is on the way, this situation could worsen. In certain cases, it could require all members that have been curtailed at some point to be shut off completely in order to keep the grid as a whole operational. Members that have been curtailed at some point need to be prepared for this possibility over the next few days. While this is possible, it is unlikely at this point.
We hope and pray things get resolved sooner.

This graph of one member's usage from end of December to beginning of February shows how cold temperatures can dramatically increase energy usage. The red and blue lines are the day’s high and low temperatures. As frigid temperatures blanketed our territory on New Year's Eve and Jan. 10, this member’s DAILY usage (as seen in the gold and blue usage bars) skyrocketed from around 100 kWh and under to over 200 kWh.
