Leigh Kellett Fletcher's practice includes working with developers, investors and governments undertaking real estate development and helping clients finance and construct public and private infrastructure to support development. Ms. Fletcher assists clients structuring and restructuring public/private partnerships, utilizing community development district bond funds, TIF financing, brownfield redevelopment grants and tax credits to facilitate development and also with the acquisition and deployment of federal and state grant support for public infrastructure. She works with clients with real estate acquisition, land use, environmental and other permitting issues related to land development and serves as developers' counsel for large and small development projects throughout Florida and the U.S. Virgin Islands.
