Portland Voters... There is a question that will appear on the local ballot which – if passed - would likely have severe, negative repercussions for efforts to increase the local supply of affordable housing. It is one of five questions that a local group succeeded in getting on to the ballot, but which most people have little to no knowledge of… and will start voting on within the next few weeks when absentee ballots are sent out. “Question C” on the local Portland ballot has been named “An Act to Implement a Green New Deal for Portland” by its creators, and there are pieces of it that would do helpful things (such as encouraging green design), but it doesn’t appear that the group talked with affordable housing practitioners before they finalized the language, and the end result is that, if it passes, 95% of Maine construction companies and their skilled workforces would be unable to offer bids on affordable housing projects which receive any public funds (TIF, Fed HOME, local housing trust fund, etc.). There are many other provisions in the proposal, all sixteen pages, that would drive affordable housing construction costs up by hundreds of thousands of dollars, which could create real problems for Portland projects already up against the cost caps outlined in Maine’s Qualified Allocation Plan. If projects can’t get competitive bids because of contract language requirements that virtually all Maine contractors can’t abide by, then the large cost increases become something of a secondary problem. Educate yourself on the Green New Deal!
