UW-Madison’s student government came to a conclusion via a vote of 9-5 that it has “no confidence in the UW Police Department”. These student opinions developed due to the department helping Madison police during the summer protests. This vote by the Associated Students of Madison (ASM) demonstrates students’ split on support for campus police, as national conversations about police use of force persist. Matthew Mitnick, chairman of ASM, states, “The vote of no confidence indicates we’re uncomfortable with how they’ve been operating in the past and with their policies currently in place…It shows those in charge that we are serious. As part of the criminal justice reform plan in Dane County, it was announced that the county has committing to allocating $300,000 toward a crisis center, an important alternative to jail. The center would serve those facing mental health issues and walk in services would be provided along with being referred by a community organization or brought in by the police. As individuals push for the defunding of Madison police, two police captains answer questions. West District Captain Tim Patton and Midtown District Captain Jason Freedman have composed blog posts in order to address frequently asked questions pertaining to defunding. Questions they address include how to reach City Council members as well as how to voice their opinion in city budget meetings. The largest amount of operational funding in Madison comes from police funding. With this knowledge, and as the economy faces a downturn, many are calling for the decrease of police. The first Covid related deaths in the Wisconsin State Prison system have recently been reported. Both men had pre-existing conditions but Covid-19 was the primary cause of death. A proposal of the ban on the deployment of “tear gas, pepper spray and sponge-projectile launchers” has been rejected by the Madison City Council. All three of these de-escalation methods were used on Madison protesters over the summer. A study will be conducted in order to determine other options that could be used to de-escalate issues. The court observer program which has been implemented into cities across the nation was brought to Madison at the end of 2018 by local groups Justified Anger and Nehemiah Center for Urban Leadership Development. The “court watcher” programs are designed to create complete fairness in the courtroom. Court watchers are members of the community who sit in on hearings and fill out forms documenting what they experience. Anyone can go on CCAP and find out someone’s criminal background but actually experiencing how a defendant is treated in court can help implement actual change. Since the onset of the pandemic, there has been a rare opportunity to grow this program faster than expected as hearings are held via Zoom and easier to attend anywhere. What does Biden winning the United States presidential election mean for the face of the criminal justice system? His campaign made progressive promises, such as abolishing both the death penalty and cash bail. Biden additionally promised that the United States would cut its current prison population in half if he were elected president. The ballot question on Marsy’s Law is being challenged by the Wisconsin Justice Initiative. In his decision, Judge Remington ruled that the ballot question should have been broken into two parts, one focused on the rights of those accused of crimes and the other on the vast reduction of those rights, in order to give voters a better picture of what they were voting on. According to an ongoing report by The Associated Press and The Marshall Project, Wisconsin is among the states with the highest total number of coronavirus cases in its prison system. However, in its October draft report to the Centers for Disease Control and Prevention, Wisconsin failed to release its plan detailing when the vaccine is planned to be distributed to prisoners. After the first wave of vaccinations, Wisconsin is still deciding on the shot priority list.
