Patching Continues for Routes in Pike and Lincoln County
MACON - Weather permitting, MoDOT crews will be doing the following patching work in Pike and Lincoln County. Please see the locations and dates below. All work will be completed between 7:00 a.m. and 4:00 p.m.
Pike County Route D - June 15, road will be down to one lane traffic between Pike County Route N and Missouri Route 79 for patching operations.
Pike County Route H - June 16-17, road will be down to one lane traffic between Pike County Route D to MO 79 for patching operations.
Lincoln County Route W - June 18, road will be down to one lane traffic between Lincoln County Route CC to Lincoln County Route B for patching operations.
Lincoln County Route W - June 22-23, road will be down to one lane traffic between Route CC to Lincoln County Route KK for patching operations.
Lincoln County Route N - June 24, road will be down to one lane traffic between MO 79 and where state maintenance ends for patching operations.
Lincoln County Route M - June 25, road will be down to one lane traffic between MO 79 and where state maintenance ends for patching operations.
Motorists need to use caution if they will be traveling in these areas. Remember to obey all work zone signs and personnel, and put down your cell phone to help eliminate distractions.

June 04, 2020 Business 54 Closing Due to Flooding in Vandiver VillageMotorists are being detoured
HANNIBAL – Due to rising flood waters on Business 54 under the railroad bridge in Vandiver Village, the Missouri Department of Transportation will be closing the road and detouring motorists until flooding subsides. “There is four inches of water over the road, and in the past, we would pump water in this area, but this is not our safest option,” explained MoDOT Area Engineer Brian Untiedt.
Motorists will be detoured to U.S. Route 54 south to MO Routes 22/15 at the interchange.

High Water Closes Pike County Route P
Hannibal - Pike County Route P is currently closed at the levee due to flooding of the Mississippi River. Motorists will need to use alternate routes.

As I’m sure you are aware the Governor has announced that businesses can begin opening back up next Monday May 4. You can read the order at www.health.mo.gov but social distancing and limits on the number of people to be allowed in retail establishments are specified. These are to be enforced by the Pike County Health Department. Their number is 573-324-2111.
In terms of business at City Hall, individuals can schedule an appointment ahead of time to come in and take care of driver’s license or vehicle registration needs. This will start on Monday May 4. The building will remain closed to the general public through the end of May. To be given access to the license office first, again, make an appointment, then when you arrive, call and you will be let in. The number is 573-754-6864. You can also find information on the Louisiana License Office Facebook Page.
You will still not be able to pay Water and Sewer Bills in person through the end of May. The handiest method is to use the drop box, which is immediately to the left when you pull into the City Hall parking lot driveway. Or, you can pay online or call in a credit card payment. Also, you can start paying through an automatic monthly withdrawal from your personal bank account. An appointment can be made to pick up necessary paperwork on that or other items - such as for a water hook-up or deposit return - by calling 573-754-4591.
The sheltered workshop in Bowling Green is closed for recycling until it is deemed safe for their residents. That means we are currently not getting a recycle bin nor are they accepting material at their facility. The 25 cents per customer on your water bill will be removed. When we are able to have the bin again there will be no charge for the first couple of months.
Currently we have no way to have City Council meet in a manner that satisfies both social distancing recommendations and the Missouri State Sunshine Law. Therefore, there will be no City Council meeting again in May. The City’s current fiscal year budget amounts can stay in place until a new budget is acted on.
Judge Berry plans to hold Municipal Court on May 22. A system will be put in place to accommodate social distancing needs. Fines can be paid via the drop box, online or by calling in. The Court Clerk’s number is 573-754-3421.

You may or may not be aware that a spouse of one of our city employees tested positive for covid 19 late last week. Staff immediately began developing potential quarantine plans. The Court Clerk and 8 - 5 Dispatcher were sent home to begin paring down numbers. All dispatching is now through the County 911 Center.
Unfortunately, late yesterday we learned that the employee has tested positive and the quarantine plan has been enacted as follows.
Obviously, City Hall remains closed. Two staff will quarantine there for the next week in order to maintain financial activities and phone contact. The Police Chief and City Administrator are working from home. Officers are working from their vehicles. Water plant employees are able to remain on duty, but we do have back up plans in place with DNR and the Missouri Rural Water Association. Basically, everyone else is quarantined, but we have a private contractor in place should a serious street or water/sewer distribution maintenance need arise. We have also brought on 2 additional part time police officers to help relieve full-time employees.
I want to say that all of this incredibly outstanding reaction to an unheard of situation is the product of Kelly Henderson and his very dedicated staff. They deserve our very deep appreciation and we need to make sure they hear that from all of us when we're on the other side of this.
In the mean time I see so many people going in and out of establishments authorized to stay open with virtually no regard for public health. This is so irresponsible. If you go to the grocery store or pharmacy wear a mask and something over your eyes. Only use carryout or drive thru restaurant services - that is the law. Otherwise STAY HOME and take care.

HANNIBAL – Several rural bridges in northern Missouri will be replaced over the next few years thanks to a grant from the Federal Highway Administration. “These bridges all have the same issues – they are weight restricted, supported by timber piles, in poor condition, and are one lane but carry two-way traffic,” said Missouri Department of Transportation FARM Bridge Project Director Jeff Gander. In addition, all bridges are located on roads with low traffic volume. The program is being funded with the $20.8 million grant and $5.2 million from MoDOT.
“These projects are being procured using the design-build method, and we are now requesting Letters of Interest from teams who want to bid on the project,” Gander said. Design-build is a delivery method that includes hiring one contracting team to complete the design work and build the highway improvement under one contract. More information about the program and the requirements for teams interested can be found on MoDOT’s website.
The first bridges on the program are not expected to go under construction until late 2021. “We will keep drivers and area residents updated on the construction schedule for these bridges through email and the local media,” Gander said. He encourages people who live in north Missouri to sign up for MoDOT’s e-update subscription service, which provide emails and text alerts to subscribers for road work. Sign up is easy at this link.

Due to paving on E Street between Frankford Road and Arrow Ave, beginning on 11/5/2020, flaggers will be present and it will be one-lane traffic only.
If your residence is between Frankford Road and Arrow Avenue , we are asking your vehicles be moved before 7:00 a.m. on 11/5, and you may not be able to access your driveway in front of your residence until after 8:00 p.m.

Culvert Work Planned for Pike County Routes H & D
MACON – Weather permitting, MoDOT crews will be doing culvert work on Pike County Route H and Pike County Route D. Please see the locations and dates below. All work will be completed between 8:00 a.m. and 3:00 p.m. each day.
Route H - March 8, the road will be closed from Pike CRD 227 to Pike CRD 250 for a culvert replacement.
Route H - March 9, the road will be closed from Pike CRD 250 to 1 mile east of Pike CRD 250 for a culvert replacement.
Route H - March 11, the road will be closed from 0.90 mile west of Pike County Route W to 1.5 miles west of Route W for a culvert replacement.
Route D - March 12, the road will be closed from Pike CRD 253 to Pike CRD 244 for a culvert replacement.
Route D - March 15, the road will be closed from Pike County Route N to Pike CRD 232 for a culvert replacement.
Route D - March 16, the road will be closed from Pike CRD 232 to Pike CRD 266 for a culvert replacement.
