About

The Midland Development Corporation (MDC), created in January 2002, offers incentives to qualified new and existing employers who create jobs for the community. Midland voters made these incentives possible when they approved a quarter-cent increase in the local sales tax rate, with additional revenues earmarked to promote economic development and diversification.

A five-member board appointed by the City Council governs the Midland Development Corporation.

At MDC's November board meeting, the MDC received an update on our physician recruitment partnership with Midland Memorial Hospital. This year, 11 physicians have been recruited, who will support 187 jobs and nearly $1.4 million in local and state tax revenues. At the MDC board meeting yesterday, we received an update from UTPB - The University of Texas Permian Basin's President Dr. Sandra Woodley on the UTPB's Incubator and Makerspace Program. UTPB's current academic impact shows that student enrollment is up 20%, new graduate student enrollment is up 63%, and UG transfer students are up 38%. The Texas Workforce Commission (TWC) has released January 2021 employment statistics. Each March, the TWC revises and reconciles the previous year's estimates to reflect actuals as shown by employer reporting. The revised data for January 2021 shows a more precipitous decrease in Midland's workforce and jobs than was previously estimated. Between January 2020 and January 2021, the Midland MSA lost 17,000 jobs, or 16% of the total jobs in Midland. For comparison, Midland lost approximately 11% of its jobs during the 2015-2016 downturn. The unemployment rate for the Midland MSA rose from 8.0% in December 2020 to 8.2% in January 2021. The unemployment rate for the Permian Basin Workforce Development Area rose from 9.2% in December 2020 to 9.4% in January 2021.
