U.S. Customs and Border Protection (CBP) have announced that the Automated Commercial Environment (ACE) Agency Tariff Code Reference document on CBP.gov had been updated. CBP said “AM7 and AM8 were added in anticipation of an upcoming Partner Government Agency (PGA) Message Set, which is currently being developed by the U.S. Department of Agriculture (USDA)/Agriculture Marketing Service (AMS), related to the National Organic Program. In addition, HTS codes will soon begin to include these flags, starting in the U.S. Customs and Border Protection (CBP) CERTIFICATION environment.”
USDA/AMS is currently working on updating their Implementation Guide, which will include information and instructions about this new message set. There will be a review session with trade users to review the document. In addition, future CSMS messages will inform trade users about the schedule as to when this program will be available in the CERTIFICATION and PRODUCTION environments.

Effective October 1, 2020, the Merchandise Processing Fee (MPF) will increase. The fee for informal entry (under $2,500) of $2.14 will change to $2.18 and Formal minimum of $26.79 and a maximum of $519.76 goes to a minimum of $27.23 and maximum of $528.33.
Informal (under $2,500) $2.18
Formal minimum = $27.23
Formal maximum = $528.33
The Merchandise Processing Fee (MPF) ad Valorem rate of 0.3464% will NOT change.
What is MPF?
The Merchandise Processing Fee (MPF) for formal U.S. Customs entries is an ad valorem fee of 0.3464% of the commercial value of goods from NON- USMCA goods.
The fee is based on the value of the merchandise being imported, not including duty, freight, and insurance charges.
Northern Customs Services is still open and processing entries. We are following all precautions and have a plan if we have to work remotely to process your shipments.
No non-essential travel is allowed to cross,
but the border is currently still open to trade.
We can not tell you how long this will be, but currently essential goods/ trade are able to be processed.
We have been hearing that drivers need valid proof of citizenship of Canada or the US, or they most likely will be turned around. Please insure your drivers have this before they try to cross any border.
Due to severe weather, the port of Champlain (0712) has been granted downtime on Friday, February 7, 2020.
The Port of Champlain is granting all filers, filing in Ports 0701, 0704, 0708, 0712, 0715, and 1002, one additional day without penalty for late-filed entries or payment of duties that become due on February 7, 2020.The new due date for filing and payment of duties is February 10, 2020.
