This slab had 97% Relative Humidity... what does that mean...
It means if you hire some joker from Craigslist to do your garage floor for a bargain price and this simple and foolproof test was not done, your floor would be a bubbled up mess in a matter of weeks... cheap labor is almost never skilled and skilled labor is almost never cheap.
