Completely normal and healthy!
Evergreens shed their older, innermost needles in the fall before they push out new growth in the following spring. There is no need for any control measures to prevent this from happening.
If you see signs of yellowing in isolated portions of a tree, or if it starts in an isolated spot and starts to spread slowly, look for signs of stress such as drought, insects (spider mite), or other symptoms on the needles, bark, and roots that could be causing desiccation.
